The Demco 5968 is a complete trailer tire and wheel assembly: an ST205/75R14 radial trailer tire mounted on a 14 x 5.5-inch chrome-plated steel wheel with a 5 on 4.5-inch bolt pattern. It's ready to bolt on as a replacement or as a spare, for example on a Demco KarKaddy tow dolly.
